Principles:
FIDIC recommendations and documents on tendering and contracting based on the impartiality of judgement, the appreciation of mutual rights and obligations, have become world-wide the basic documents in international project awarding practice. These are the documents adopted by the international and regional financing institutions when inviting tenders and awarding contracts for the projects funded by them.
Substantially the same principles are observed also by the European Community and the World Bank in its tendering and contracting practice. One of the most important objectives of AHCEA is to promote the controlled operational conditions of our profession, also within the framework of free enterprise of market economy. Efforts are made therefore to produce Hungarian translations of the relevant FIDIC publications and ethical recommendations, disseminating them to potential Clients and Contractors alike.
The most important aim is to institutionalise, also on the Hungarian market, a contracting practice, which contributes to raising the standard of professional services and to improving the reliability of financial planning by the Consultants, facilitating their participation in international tendering and the use of a "common language". Widespread introduction of such practice depends, evidently, on mutual commitment by the two parties, Clients and Consultants, and would serve at the same time the interests of the entire society, in particular when public funds derived from the taxpayers are involved.
